Digital Blasphemy - very popular, fantastical, eerie 3d creations, more suited as wallpaper, but may have limited usefulness in a web page.

Julianne's Free Webpage Backgrounds - a very old collection of pretty simple, yet nicely functional textures (don't look for it to be updated any time soon...).

Mayang's Free Textures - very nice photos and textures, usable for a variety of designs

Planet Backgrounds - subtle, beautiful textures.

Web Ground - very nice, artistically done textures (the text on the site is pretty hard to read, but who needs words?).
